Study Of National Culture Compensation Based On The Concept Of Minority Tourism Circular Economy

With the development of tourism, the negative impact of tourism to the natural ecological environment and cultural ecological environment highlighted gradually. Therefore, it has become the new perspective that the circular economy theory is used to research the development of tourism, to develop Tourism Circular Economy. Including China, many countries and regions have begun to research and practice Tourism Circular Economy. In this paper, the study of national culture compensates is also based on Minority Tourism Circular Economy theory.For the minority areas that tourism as a pillar industry, the sustainable development of socio-economic, due to the sustained and healthy development of tourism, and national culture is the most important support elements for the development of tourism in the region. Therefore, an effective compensation mechanism of national culture, can guide the local culture moving in the right direction, but also to maintain the uniqueness of national culture and to ensure the sustainable development of tourism in the area, and ultimately promote the economic and social development.The main contents of this paper can be divided into five parts:In the first part, I studied two cycles of circular economy system based on the recycling economy and tourism of circular economy, that is, the natural ecological environment and cultural circle system circle system of the ecological environment. On this basis, I studied the definition of compensation on the national culture and the role of compensation mechanism of national culture in building minority circular economy. National culture compensation is that "the consumptions of culture pay money, technology as their compensation to consumer culture, and among the institutions related to the transfer of such compensation to the rehabilitation and reconstruction of national culture and to a series of processes and relations".Compensation mechanism of ethnic minority culture can promote circular economy effectively, and protect the national culture effectively.In the second part, Chapter III of this article, I studied the value constitute of national culture from the economic view. First of all, as a kind of resource, the national culture can be consumed and require to pay costs. Next, under the guidance of new resources concept I analyses the initial value of the national culture. Finally, analyses the cost structure of the national culture and various forms of cost. Constitute the value of analysis of national culture in order to assessing the value of culture and to determine the intensity of the compensation.In chapter IV of this article, I estimated the value of culture. First of all, I studied the whole process of national cultural values using Contingent Valuation Method (CVM). It contains: the economics analysis of will survey; questionnaire design; analysis of the investigate results; and the analysis of how to ensure the effectiveness of measures. Secondly, I analyses the economic evaluation of national cultural values in accordance with the value of the national culture consists. Finally, descript the three accounting methods of the national culture value, that is, cost accounting method, the market price method and the assumption that the market method. To estimate the value of national culture is conducive to assess the value of the national culture, and ultimately help to determine the strength of national cultural value compensation.In the fourth part of this article, Chapters V, the ways and means of national culture compensation have been studied. And established the three ways of culture compensation, that is, economic compensation, in-kind compensation, and emotional compensation. As well as the four culture compensation means: of self-compensation, consumer groups compensation, social compensation and government compensation.Finally, I analyzed the possible resistance to the compensation mechanism of the national culture during the construction and operation.In this paper, there are two main innovations. First, I used the method of natural resources cost analysis to analyze the value of the national culture constitute. The second one is to evaluate the national cultural values, using Contingent Valuation Method that used to evaluate the value of natural resources, and analyzed the statistical data with the relevant methods and non-parametric estimation.However, the study on national culture compensation was still at the theoretical level, and was short of empirical research articles. The theoretical basis for this paper is the minority tourism cycle economic theory. However, the research in this area is also very weak both at home and abroad. It has led to the study of national culture compensation are not systematic and in-depth. This is the main lack of this article.
