'Report' has been used as an official document since a long time ago in China.Many scholars and experts have been studying its content and format ever since then. The State Council made limitations in all aspects on 'report' again in 2000.The National Congress report of the communist party of China is a programmatic document of the country. It is very meaningful to make a complete and systematic analysis of them.This paper analyzes the language of the report to the 17th National Congress of the Communist Party of China(NCCPC) and is divided into six sections. The first section introduces the current research situation on the report language of the Party congress reports; the second is a classification of the language of the report of the 17th NCCPC; the third is an analysis to the new words in the report of the 17th NCCPC; the fourth is the usage of fuzzy words in the report to the report to the 17th NCCPC; the fifth is the usage of various figures of speech in the report of the 17th NCCPC; the sixth is the conclusion and the newly-found questions. Among them, the second section is the core and soul of the paper. In the report of the 17th NCCPC,there are altogether 28,081 characters and can be divided into 1659 words in which there're 1622 notional words and 37 function words. Based on the statistical analysis and research on the new words, fuzzy words and the figures of speech in the report, we get to know the features of the languages of the reports of NCCPC.
