Scholars formally put forward the topic of China English (CE) in 1980's and then it has been attracting the attention of linguists home and abroad. It has been studying, justifying and debating by domestic linguistic circles under the guidance and influence of the theory of world English studies, basically it has got certain position and acknowledgement by far. Most scholars hold that CE is defined as a variety of English used and created by the Chinese-speaking people, with Chinese characteristics in its pronunciation, vocabulary, sentences and discourse. It is based on Standard English, and has been adapted to express characteristics of Chinese culture in terms of phonetic translation, borrowing and meaning reproduction. CE, an objective English variety, is the combination of China culture and English and the representation of the localization of worldwide used English in China.The thesis begins with the detailed description and justification of the rational existence, great significance and actual situation of CE by both theoretical and experimental approach. Based on the theory of World English, inter-language, sociolinguistics the author puts forward the hypothesis of the rational existence of CE and assures that CE is one of the English varieties around the world on the basis of the empirical analysis of China English characteristics in different linguistic levels. Beside the theoretical analysis, some empirical research methods such as questionnaires are used to investigate the acceptability of Chinese Generative English. Furthermore, one of the most urgent problems about CE, the studies in the applied linguistics, which also refers to the localization of English learning and teaching in China, also gets further studied and some new ideas would be pointed out. Meanwhile, during the discussion of ELT, the status and impact of China cultural elements will get projected due to the integral relations of language and culture.
