Chinese civilization has a long history. In the end of warring states period, Formed huaxia nation in the center,some groups like DongYi, naman, XiRong,Beidi In each of the four distribution pattern, Namely, "huayi five distribution" for pattern. The main one, the process of Qin from "Rong" " into "China " was huaxia assimilation process of Qin. In the whole process of large national fusion, Qin took the indirect managing model to the conquered state of the non-Chinese nation,that was retaining the original ruling national way, applying preferential national policy, making the local ethnic gradually to accept Qin,the result was the direct rule. The ethnic policy of Qin had far-reaching influence to later dynasties.The text on the basis of the researched achievements, in marxist historical materialism as guidance,according to the historical documents,using historical analysis method, analysising the national policy of Qin by aspects of the multi-layer and the multi-angles. From the background of warring states period,this pattern of "huayi five distribution", I discuss the forming the unique national policy in this ethnic fusion of state. Analysis of the ethnic minority areas of administrative system, national legislation in bashu region and the special national policy. I will show the national policy of Qin as an organic whole in warring states.
