An Exploration Of The Theory Of Technical Responsibility

Technical responsibility has been moving toward the center of the stage of ethical dimension as a new ethics. On the theoretical level, it inherited development path of risk social theory, organized a relatively complete theoretical model and system according to new problems happened during modern technological developments; in practice, worked on practical concerns about the development of science, that is, tried to use related concept of technical responsibility to digestion a series of negative effects which were brought about human society by the rapid development of technologies, in order to formulate appropriate technology policy to provide a workable theory. The theories and practice above confirmed the concept of technical responsibility has a deep-seated ideological legitimacy and demonstrated its inherent importance on both theoretical significance and practical value.This article is about the technical responsibility of the relevant content which is introduced in the Ethics. In this paper, the technical responsibility and related concepts is defined as the starting point, I dig into Marx's concept of technical responsibility and consciously take it as the guidance, summarized and evaluated the main elements of technical responsibility theoretical system: Firstly, the partition problem of technical responsibility. On basis of responsibility categories divided by Hans Jonas and Hans Lank, I take the carrying and existence mode of technical responsibility as a standard to divided the technology responsibility into direct technical responsibility and indirect technical responsibility, as well as dominant technical responsibility and implicit technical responsibility; Secondly, the problem of identifying the main technical responsibility. According to the four phases technology development has been grown through, which are the primitive technological age, the ancient craftsmen technology age, the modern industrial technology age and the modern technological age, I discussed the main technical responsibility of the four ages; Thirdly, the four basic characteristics of technical responsibility: "non-interactivity", diversity, universality and historical; Fourthly, the object of technical responsibility. To be responsible for the society reflects the socialization of Marxist, to be responsible for the nature is an extension of Marxist's view of nature, to be responsible for the future destiny of mankind echoes Marx's liberation concept of all mankind; Fifthly, the realization of technical responsibility: " method of fear enlightening ", taking "expert rule" into "public participation", setting up a corresponding system and institutions as well as establish appropriate scientific, technological and social control mechanisms. Digging into the theoretical system of technology responsibility is important, it take benefit of fostering individual awareness of specifications, enhancing their sense of responsibility and moral act, contribute to establish the responsibility ethics of consistent development, effectively resist and guard against the arrival of various social risks. At the same time, it provide methodological guidance for the technology responsibility foresight and evaluation system of contemporary Chinese.
