"De" is the keyword of Xizhou Dynasty and can help us to understand the foremost ideas of the people of Xizhou Dynasty. As the most reliable document, The Book of Songs reflects the spirit of the times of Xizhou. However, the practical application of the word of "De" in The Book of Songs is quite complex. There are not only the content of religious science and socio-cultural science content, but also ethical connotation of political science. Therefore, combing the concept of virtue by comprehensive analysis not only can help us to understand the pre-qin society, but also can help us to learn about traditional culture and heritage in a more rational, and more conscious way. All in all, this paper will be divided into two big parts.In the first part, on the basis of researching all the ancient virtue word in the text of The Book of Songs , we analysis various sentence for each virtue word's usage and the merning of content, and then try to classify. Through the analysis of each type of the content, we recognize the Xizhou Dynasty's "De" is not a fixed concept, its meaning seems to change, which has undergone a gradual process: from the days of religious virtue to sovereign virtue, from the virtue of nobility to the individual moral culture, the evolution of the virtue concept reflects the religious consciousness and rational spirit of desalination at enhancing of Xizhou'people.In the second part, with De, ritual and music are all derived from the original concept of religion and culture, and also they has been plagued with politics and personal moral cultivation directly in the subsequent evolution process. The difference is that ritual and music gradually come together in the development, while the virtue rose to more abstract and core concept and gradually become the soul of governing ritual and music. Ritual and music are the cultural characteristics of the Xizhou Dynasty, which also is the background of The Book of Songs. The Book of Songs, especially the part of Daya , which witnessed the rise and fall of the XiZhou ritual and music culture. As the core of a generation's culture, "De" is the soul of ritual and music. De determines the rise and fall of ritual and music, and the process of the ritual and music has demonstrated the history of the Xizhou Dynasty.
