In feudal society, there were feudal lords,officials and people. Officials occupied the middle position, connecting the feudal lords and their people. Without officials, the feudal institutions wouldn't work. The feudal lords governed the people by means of using all ranks of officials. The study of officials in Qin and Han Dynasties isn't a new thing. It achieved much with effort of scholars of generations .But they didn't pay enough attention to the study of the ruthless officials. As the technical officials, the ruthless officials inherited the thought of the Law School and behaved much like the officials of the Law School. Besides that, they had their own characteristics.The ruthless officials came into being and developed as the political contradicts appeared and hence political transformation was adopted. This thesis tries to describe the rise and decline of the ruthless officials in the West Han and the East Han Dynasties and its'backgrounds macrocosmically. Through the study of the administrative activities of the ruthless officials in the West Han and the East Han Dynasties and characteristics comparison between the ruthless officials in the West Han Dynasty and the ones in the East Han Dynasty ,the thesis tries to indicate the differences in political thought,the government policy and characteristics of ruthless officials in the West Han and the East Han Dynasties.At last, the thesis points out the ruthless officials'works as a substitute means of government as a general comparison made between the ruthless officials and the genial officials.
