The Democratic Constitutional Movement in the period of the Anti-Japanese War was a political campain in large scale , which was launched by the broad masses of the people in order to seek democracy under the special historical condition that the Chinese resisted the invaders . There had been two successive climaxes of the campain . The first Democratic Constitutionalist Movement during the Anti-Japanese War is researched in this paper . It was the development and continuation of the last Movement of Resistance Against Japan and Save the Nation from Extinction , and the preparation and underlay of the second one . Through the discussion and exploration of the context of its rise , its process , reasons of its failure , and its significance , the general view of the whole is presented , in order to make a full sense of this campain .The main part of the article is divided into four parts to elaborate:In the first part , it expores the contest of its rise and its social and historical condition . It mainly analyses the aspiration for democracy from all walks of life after the war broke out , the loosening and adjustment of the Kuomintang's policy at the beginning of the war , and the establishment of the People's Political Council . The campain had an immediate and intimate relation with outburst of the total resiseance . therefore, despite the rise of the movement have a number of factors, the author mainly expound the domestic political situation before and after the war .In the second part , author elaborate the upsurge of the first Democratic Constitutional Movement. This part involves three sections : its prelude , containing the discussion about the constitutionalism , and the fourth season of the first People's Political Council ; the development of the campain , containing the Cheng Hui in the constitutional period and the amendment of the the constitutional draft of the Republic of China ; the climax of the campain , elaborating its circumtance in both the white area and the Anti-Japanese Democratic Base Area .In the third part , author expond its fall , involving the premature death of the amendment of the constitutional draft , the delay of the National Assembly ,etc .In the last part , I made a comment of it . The reason of its failure is discussed in the first section from the dual character of the Kuomintang's policy and the weakness of the democratic party . Its significance is analysed in the second section , with its impulse to the war , the propagation of the democratic ideology and the growth of the democratic party taken into consideration . Conclusion of the above exposition to be concluded and put forward new thinking.
