In the process of globalization, with the contradiction between the dominant society and minority groups in nation-state aggravating, multiculturalism has come into the political arena in the western society, and it has caused heated debate in a number of fields, including international politics, ethnology, sociology and cultural anthropology. The western academe has been concerning about the major political and academic topic of multiculturalism since the 1970s, and the scholars has come with various appraises and critics. It would offer a new angle and assist tacking the ethnic problems in some countries.With the constant efforts from the federal government, the dynamically developing multiculturalism has become a footstone for the coming positive effects in the future. Proceeding from analyze of the regeneration conditions for societal culture, it is evident that only when migrants have the virtue power in language, education, employment and migration itself, can it possibly maintain a sustainable development, which refutes the fallacy that multiculturalism accelerates national separation and proves the fact that multicultural policies, together with the immigration policies, education and employment policies has formed a immigration accelerating system, advancing the politics and economic development of Canada and contributing to the world peace. Further more, exploring from the aspects of institutional integration and cultural integration seeking similarity, it can be concluded that he conditions for the further development of multiculturalism is to remove the institutional obstacles by ensuring the effective delegates from minority groups and deliberative democracy, and this will secure the Canadian cultural-general with ethnic English and French culture as the majority of immigrants, combined with other ethnic groups.
