| Zhuhai, which is the south gate of China, is the strategic place of the frontier of the South China Sea. It not only breed the ocean civilization with long history, but also breed a lot of important people in the Chinese History. As Zhuhai is located at the forefront of the area joined up by western civilization, it was pushed towards the forefront of Age in the Chinese Modern History and has created splendid history. Zhuhai builds up a cultural atmosphere with deep feature of Ocean Eco Civilization, and preserves plenty of intangible and tangible cultural heritage on the base of long history background. The cultural heritage includes sites of ancient culture, ancient buildings, rock carvings, mural paintings, history block, ancient spots, important historic places in Modern History, physical adjective, traditional buildings, works of art and many other heritage, etc. They play very important roles in the integral preservation of Culture Heritage.The protection of cultural heritage has been carried out for a long time and has been made great progress. However, it has could be done much better in many ways. Tangjiawan, which is an old town in Lingnan that brings together the different history and culture, is the best practical base for protecting cultural heritage in Zhuhai. Tangjiawan has successfully obtained the title of National Famous Historical Cultural Town, which is the significant event in Zhuhai, and also in Lingnan. Tangjiawan, as an essential part of Zhuhai history and culture, provides a good demonstrative example of the cultural heritage in Zhuhai. To sum up, the writer tries to study the protection as well as the development and utilization of the cultural heritage in Tangjiawan, and make some reasonable suggestions for the protection, development and utilization of Zhuhai cultural heritage.The protection of cultural heritage and a city's development and plan often interact on each other in the actual operating process. It depends on whether the planning project is reasonable, whether the target is clear, whether the system is perfect, and whether the policy and regulation is carrying out. There are many influence factors in the protection of cultural heritage. It is not the same for different cities. Accordant with many experts, the writer deems that the protection of cultural heritage and the city's development can develop together and the win-win could be achieved. Specific measures are very important for the protection of cultural heritage. Although there are no general models to be utilized, regional model could be used and taken as reference for the protection of cultural heritage.This paper focuses on the study in relationships between the protection and the development of Zhuhai cultural heritage, and the specific operational measures. The writer wishes to discuss the models of protection and development of cultural heritage which are suitable to Zhuhai and also to Lingnan by means of studying the model of protection and development of Tangjiawan cultural heritage. In chapter 1, the writer describes and summarizes the development of the concept of cultural heritage protection, the background of Zhuhai history and culture and discusses the importance of this study. In chapter 2, the writer describes the situation of protection and utilization of Tangjiawan history and culture. In chapter 3, the writer discusses the relationships between the situation and the development of cultural heritage protection in Tangjiawan and also in Zhuhai, and proposes some reasonable suggestions. In the last chapter which is also the summary, the writer proposes that the protection of cultural heritage shouldl be promoted in the background of developing Ocean Eco Civilization, which is the way towards carrying out the Scientific Concept of Development and building the Harmonious Society.
