After the World War I, the flames and smoke of war had dissipated but the world didn't calm down. The countries walked in the gap under the Washington system, starting from the local conflicts, a more large-scale war appears to brew. For China, at this time, the national revolution was going on among warlords. The actions of imperialism in China were no longer unfettered. Japan's interference in China's politics was not naked and cruel like the past, but covered with a"peace"coat by foreign minister Kijuro in 1924. The Kijuro diplomacy which professed "an absolute non-interference in China's internal affairs" came to an end in 1927. Tanaka as the prime minister and foreign secretary formed cabinet in April 1927, his"tough diplomacy"and"active policy"was a big shock to China.In 1927, Tanaka Giichi sent troops to Shandong, and then held the Eastern Conference. At the end of the conference, Tanaka's summary report"political program towards China"was made as the conclusion, which draw the outline of grabbing Manchuria to achieve the Mainland Policies as soon as possible and"active policy"with military invasion. This report became the theoretical basis of Japan's invasion of China and Asia. Under the guidance of this theory, Tanaka Giichi, Yoshida Shigeru had found common ground in the hard-line on China, then a series of major military actions against China launched. Sending troops for the second and the third time and the"Huanggutun Incident"occurred as the results.This paper discussed the problem of Manchuria and Mongolia and the case of sending troops to Shandong during Tanaka's term of office from 1927 to 1929, and tried to explore or refine Tanaka cabinet how to formulate the foreign policy towards China and what is the Tanaka hard-line policy's real substance, in order to make Tanaka's"active diplomacy towards China"more detailed and more objective.
