Huang Shaoxiong was one of the principal leaders in the early time of New Gui Clique. In 1930 he gave himself up to Chiang Kai-shek, and held many important positions in the National and Local Government. In his rich political career, he had a very deep origin with Zhejiang Province. He was the Kuomintang (KMT) chairman of Zhejiang provincial government for twice. The first time was very short, from December, 1934 to November, 1936, less than two years. The second time was from December, 1937 to April, 1946, as long as eight years, and this times was also the period of Anti-Japanese War. During his tenure, Facing the double pressure from the Kuomintang reactionary forces in Central and local Government, he advocated to ally together to fight against the aggression, created the new army force , insisted on self-reliance; and paid great attention to guerrilla in the rear of the enemy. Practically, he promulgated"The Political Program of Zhejiang Province in Wartime", organized the youth political team, established arsenals and so on. His thought and what he had done on this made"the good things for the resistance"become reality, and it was better for the relationship between Kuomintang and the Communist Party in this period, and played a positive role in promoting a nationwide movement of Anti-Japanese.This dissertation makes an attempt to study the thought and actions of Huang Shaoxiong, to analyze the reasons for forming this thought, and to strive to elaborate the experience of Kuomintang administrative personnel in Anti-Japanese War.
