The Research On Production Relief Of Hebei Province(1949-1956)

In the early period after the founding of P.R.China,Hebei was one of China's three provinces worst hit (Hebei, Henan, Sichuan), the natural disasters was very serious, different levels of disasters happened every year, and greatly influence P.R.China to carry out the work and the people of normal production and life.In order to effectively respond to the disaster, the CPC Central Committee and Hebei provincial government had taken positive measures , While in the implementation of government assistance, they organized self-help production and carried out mutual aid society,coordinated the work of shelter and epidemic prevention work. Particularly, in disaster relief, government constructed disaster prevention facilities in order to reduce the occurrence of disasters, such as the construction of water conservancy facilities, anti-locust facilities,so that it achieved the effect of"tackling the problem". From 1949 to 1956 ,China was in the transition period from new democratic society to socialist society, the relief work progressed smoothly or not, the direct impact on the consolidation of P.R.China regime and construction.The paper takes Hebei Province as an example,based on Hebei Province Archives, Hebei Province, research production and effectiveness of relief work in the period of new democratic society and lessons learned, to explore a common and effective way of disaster prevention to provide realistic reference.
