The Study Of Flood Relief Of Hebei Province In 1963

In 1963, Hebei Province was flood strike, which caused a lot of difficulties in people's life and production. In order to reduce the loss caused by disaster, Hebei Provincial Committee of Communist Party and government made correct relief. This article mainly studies this flood, by expounding the seriousness and relief measures at the production, and tries to analyze the reason of why big disaster had made small famine,for the purpose of providing a reference to the present society of the disaster response. The thesis is divided into three parts:The first part summarize the 1963 flood in Hebei Province, including heavy rain, and the occurrence of floods and the disaster caused by it; huge losses to the Hebei industrial and agricultural production and people's living standards brought by the serious disaster. The second part deals with the specific situation that carried out of disaster relief work after the disaster. First, set up a special organization of disaster relief, equip full-time staff, definitude mandate. Followed formulate feasible policies to guide relief work in light of the specific circumstances. Finally,from five aspects to discourse upon the specific relief work that carried out, mainly from the arrangements for victims of daily life, properly solve cure victims for medical treatment, restoration the agricultural production sideline production disaster areas to seize the opportunity of agricultural production, develop sideline production of the disaster areas to increase the income of the farmers and restore the education.The third part appraises and analyzes the work of 1963 flood in Hebei Province. First, from the recovery and improvement of the daily lives of the victims, restoration of agricultural production, sideline production's results to summarize the effectiveness of the relief work. Secondly, objectively analyzes the reasons of the relief work take out effect, including: the National People's Government attached great importance to the disaster, and the masses of the people's supports, cadres ideological education work, using mass line to resolve the relief payment, the people's army support and the support of civil society.
