As industrialization and urbanization process accelerated, the urbanization of farmers has become one of the hot-topic of the academic., and the research of the urbanization of farmers has achieved fruitful results. However, the actual situation has not obtained a new face because of attach-ing weight to it in theory. It makes us realize that the urbanization of farmers is more complicated than rural urbanization, it also cannot be settled simply by a piece of paper of urban residence certification, it requires a lengthy process. In all ways of urbanization, the birth out of a large group of the new citizen group by withdrawal of the village to build city community are constantly developing and growing. Meanwhile, marginalization of this group is increasingly prominent with the lengthy process of the urbanization of farmers. The social distinction of farmers has changed after withdrawal of the village to build city community. Although the new citizen groups who have achieved withdrawal of the village to build city community have changed their household register to urban residence certification, they do not like the citizens, unlike the farmers except their household register. The existing rights and interests have been lost, the interests of looking forward to and the new life has not been realized. Without denying the positive significance of the "passive" urbanization of farmers and on the basis of the recognition of the length process, this thesis chooses the new citizen group of D community (already achieved withdrawal of the village to build city community) as case study in Jinhua city, Zhe jiang province. By taking the social rights poverty perspective, the study comes to conclusion that the mainly dilemma of interaction are the break social structure between urban and rural areas, social rights poverty, the original rural social relations embedded. After analyzing the marginalized reason and affect (gap between regional economic growth and community development, social integration of increasing difficulty, limited space for self-development), the author give advice on ways of demarginalization including bridge the social structure break in order to change the urban-rural social structure; empowerment; change mind; improve work in community development; perfect informal Social Assistance Network. The thesis includes six chapters and it can be divided into three parts in logical structure: raise problem, analyze problem and solve problem.
