| Since the CPC Third Plenary Session of the Sixteenth Central Committee has put forward the scientific concept of development, it tends to be the mainstream of economic and social development in China. To achieve scientific development, we must be people-oriented and promote the economic and social comprehensive, coordinated and sustainable development. However, the scientific development is always inseparable from culture construction no matter what the policies and principles are. Since the reform and opening up policy took into place, Guangdong, with its unique geographical and political advantages and the pioneer sprit of pragmatic, hardworking and enterprising, has achieved tremendous economic and social development. But it went backward and fell into the bottlenecks when the new century came. In 2002, the Guangdong provincial government sensitively caught up the situation and proposed the strategies for building a cultural province. After the strategies had been put into practice, the results of culture construction are satisfactory, which played a vital role in solving difficulties and promoting the scientific development in Guangdong. Nowadays, the world economy, politics, and cultures are integrated together, accompanied by the whole of culture and economy. Therefore, the construction of cultures, success or failure, directly affects our scientific development. In view of this, it has the equal value when focusing on the scientific development and culture construction.Taking the concept of scientific development as guidance, the thesis comprehensively combines the theory of cultural studies and cultural construction by use of empirical research, theoretical analysis, comparative analysis, historical documents and other methods. Based on the case study of Guangdong, the writer analyses the thirty years of economic and social development achievements and shortcomings since the period of reform and opening up, and the interaction between culture construction and scientific development. And he also positions the function of cultural construction in scientific development at the macro level, promoting the scientific development in the proposed strategic framework for cultural development based on Guangdong.According to the above-mentioned thought, the main contents of this text can be divided into three parts. Part one focuses on the perplexity and choice in flourishing region. This part, firstly, illustrates the current cultural construction lags in Guangdong from five aspects: the lack of populace culture, the ignore of cultural concept in private entrepreneurs, the backward of Guangdong's east wing, the confusion of dynamic mechanism of sustainable development of Pearl River Delta and restriction of the concept about the soft environment for investment in Zhanjiang. Then, the discuss on the spirit of Cantonese and the success of Shenzhen "Cultural Fair" show the achievements in the construction of cultural province and also promote scientific development of Guangdong; finally, he still forecasts a new round of Guangdong Culture Game between the Pearl River Delta and Yangtze River Delta. The second part is the interaction between scientific development and cultural construction. Located in scientific development, the function of cultural construction can be divided into cultural guiding force, cultural norms, culture driving force, cultural competitive power, cultural integration, cultural cohesion and cultural creativity. The third part is the strategic framework in cultural construction of scientific development. The target structural system are composed of the overall objective–-the advanced culture in socialism with Chinese characteristics and the current target–the harmonious culture; the strategic selection system are made up of "1 point 3 line 5 surface" form; the main component system of practices are combined by Chinese Communist Party and the government, intellectuals and the masses of the people, schools and the enterprises.
