Research On The Mechanism Construction Of Cultural Heritage Protection In Heyuan City, Guangdong Province

Historical and Cultural Heritage(Hereinafter referred as HCH) is the legacy of physical artifacts and intangible attributes of human beings in the process of social development and historical progress, which carries the memory of a city and is the context and soul of a city. The sustainable development of HCH is a huge systematic project of vital importance to a country or even the whole world. The protection of HCH is an important component of that and how to effectively protect HCH is a major issue both at home and abroad. After a long time of exploration, practice and accumulation, different country has formed distinguished model of HCH protection with its own characteristics, especially in such developed countries as America, France, England, Japan, Italy, etc. Through the analysis on the protection history in those countries, we can find that they effectively promote the protection of HCH by the legislation to the construction of protection mechanism. Those measures afford Heyuan city, where there is a lack of protection mechanism of HCH, the opportunity to learn how to establish perfect protection mechanisms.Based on the domestic and foreign concepts of cultural heritage and guided by the theory of sustainable development, this thesis takes the local situation into consideration, conducts a thorough study on the cultural protection in Heyuan and finds problems in the protection work here. Secondly, it sums up the advanced experience of such countries led by UNESCO as America, France, England and Japan, analyses the successful and unsuccessful cases of China, and presents ideas and principles of mechanism construction on the lessons of both home and abroad. Finally, based on Public Governance Theory and Polycentric Theory, considering formulation of policies and institutions, fund-raising, and development and utilization of Cultural heritage, it explores a cooperative, competitive and balanced mechanism construction that is in keeping with the real conditions of Heyuan and under multi-subject coordinated protection, which provides the local government and administrative departments for policy-making reference and, if applied into the protection work, helps to make it coordinates with the social and economic development in Heyuan and to ensure the sustainable development of the city in virtuous circle.
