Modern Qingdao was built in 1898.Since then this city had a unique path of development so that citizens in this city had a unique characteristic of mind. This paper discusses three aspects, including the colonial mentality, the immigrant mentality and the the mind of the new members of the city.From 1898 to 1914 the German occupied Qingdao. At this time the public consciousness was not yet clear, the public attitude was fragile, full of alienation of the city. From 1914 to 1922 Japanese occupied Qingdao.After the resumption of Qingdao in 1922, the city was still held by Japan.In 1929 the Chinese government really reverted to start a new development, and the public attitude had gradually stabilized and the formation of unique features.Overall, during the period from 1898 to 1937, the people of Qingdao city were full of pride and generate xenophobia because of there excellent condition and living environment. People loved and hated of foreigners, advocating its advanced material life but also strongly against the violence brought on by colonial oppression.The modern people were not only open-minded but also lack of traditional culture.Due to the special development of modern history, workers of the lower class of the society had highlighted their self-confidence. The evolution of modernization was typically reflected in their attitude. The upper class people pursuited of material comfort and dissemination of culture, as the elite, their attitude to the public group had a profound impact on their words and deeds dominated the public opinion.
