Teaching ability is the core substance in teachers'professional quality. In non-English speaking countries, English class is the main place where students learning English. English teacher becomes the major source of English knowledge. Therefore, English teacher's professional quality, especially the teaching ability plays an extremely important role in English teaching and learning.This paper takes English teachers in Independent Colleges of Chongqing as the research subject, follows an order of theoretical research---current situation survey---cultivation methods research, uses documents, questionnaire survey and comparative method, etc. to investigate English teacher's teaching ability and its cultivation situation in Independent Colleges of Chongqing. Then, an in-depth analysis of the main questions is done. Based on those, many suggestions on how to cultivate English teacher's teaching ability in Chongqing Independent Colleges are given.First, interpret the concept of College English Teaching Ability. College English Teaching Ability is some kind of individual mental characteristics to make college English teacher finish teaching tasks smoothly and efficiently. To understand this definition, we must pay attention to three points. Point one, its subject is college English teachers; Point two, its noumenon is college English teaching; Point three, its attribute is some kind of individual mental characteristics.College English Teaching Ability has characteristics like personalization, synthesis, dynamicity and stability. Its main elements are designing ability, expressing ability, teacher-student communicating ability, management ability and research ability in college English teaching. As undergraduate-level institutions, the elements of college English teaching ability in Independent Colleges are the same as those in general public colleges.Afterwards, using a questionnaire named English Teachers Teaching States in Chongqing Independent Colleges, designing by the author, a current situation survey on English teachers'teaching abilities in 4 Independent Colleges of Chongqing is done. The survey finds out that English teachers'designing ability, student-instructing ability and research ability are relatively insufficient in these colleges. And its teaching effects are not ideal, the cultivation work of teacher's teaching ability needs to be urgently enhanced. The reasons for those problems are---teachers'inadequate professional knowledge of English, teachers'out-of-date teaching concepts, the special difficulties of English teachers, poor teaching and research environment in Independent Colleges and the negative impacts of teaching for exams.At last, based on the problems and the causes, the paper makes three aspects of suggestions to English teachers in Chongqing Independent Colleges on how to cultivate their English teaching ability. The first aspect is about English teachers themselves. They should actively improve their professional knowledge, update and change their teaching concepts, reflect their teaching regularly, communicate and cooperate with their colleagues and students. The second aspect is about the colleges. They should complete various rules and regulations of Independent Colleges to inspire English teachers'enthusiasm, establish a training mechanism for their English teachers, enrich independent colleges'English teaching resources by multi-channels, carry out the English teaching and research activities in Independent Colleges. The third aspect is about the government. It should optimize the social environment for English teacher training in Independent Colleges, make professional development policy appropriate for college English teachers and improve the access system to be a college English teacher.
