Research On Development Of State-owned Enterprises Which Have Public-welfare Function--Studying The Reformition And Development Of Fuxin Themo-power Plant

This paper revives all stage in the cause of the reformation of state-owned enterprises, the achievements and problems are discussed. Thepaper illustrates the characters of some states-owned enterprises whichpartly have public welfare function, especially Fuxin heat and power plant,and the necessity of its reforming. It is proposed that Fuxin heat and powerplant should be reformed to be a limited liability company which is thenormal form in the reformation of most state-owned enterprises, then alimited company (Co.Ltd), at last it should enter stock market. The paperproposes such ideas as target pattern of state-owned holding companiesadminister structure, inspiration pattern of common-target management.The paper deeply discusses its development: its policy of entering stockmarket; its target capital stock structure and target capital structure;enterprise's price mechanism; environment protection and productdevelopment; enlarging its scale etc. At last a conclusion is made as to thenecessity and feasibility of reforming the enterprise, as well as theeffectiveness of the company's developing plan.
