The ethnic problems, including minority~ immigrate, trans-state nationality and refugee, were extremely complicated in the contemporary Southeast Asia. They bad mainly been resulted from the following factors:the consequences of the colonial rule, the multi-nationality formation and their individual distribution, the uneven economic development between nationalities and different ethnic regions, the differences of ethnic cultures, the interference from abroad, and the mistakes the ASEAN countries made in their ethnic policies etc. The ethnic problems had a significant influence to the Southeast Asian international relations. The ASEAN countries had been adjusting their foreign policies so as to infinitely safeguard and enhance their national interests when being confronted with these problems. They showed strong and unchangeable stand in defending their national sovereignties and security interests that they always put in the first place in their foreign policies, whereas they adopted flexible and materialistic principles in their political and economic interests.
