The rapid high-quality-growth of electrical industry, one of the polar industries of Guangxi, is vital for provincial economic development. In view of the problems occurring dwing the development of electrical industry of Guangxi (BIG), this paper, with the help of the theory of polar industry and technological change, analyses BIG and every part of it, in the hope that through technological change, electrical industry will better play its role in the economic development of Guangxi.This paper expounds the definition of polar industries, their general situation in China, and how Guangxi chooses them. It also deals with the concept and theory of technology and technological change, as well as its role in modem economic growth and the way to measure it.
