With the gradual establishment of socialist market oriented economy, our original social security system is betraying its contradiction with the market oriented economy day by day. However, the process of overall re- form of social security system is determined by the reform of raising fund system, which has been playing a key role in keeping the economy function- ing healthily. According to the international experience and reality of China, it is reasonable and practical for China to establish a socialized and multi ? layer raising fund system for social security, if we exert government s domi- nating role, introduce vigorously market mechanism, take the account of both equality and efficiency. During this process, the join and transition of old and new system should be considered fully, in order to save cost spent in changing system. Therefore, the reform is supposed to be pushed on gradu- ally: first, from the existing system to interim mode, then moving to the target mode.
