China's successful entry into WTO on Nov. 10th, 2001 indicates that China's economy will step into a new developing period. China's finance will be integrated into the global finance. Making finance functions in a wider range, economy globalization makes financial risks function in a wider range. Modern market economy characterized by risks is a highly monetized and creditized resource-distributing mode, in which all kinds of risks in economy running will in various ways, eventually, center on and take the form of credit risk, the most fundamental type of risk in a financial system. Under the condition of market economy, the degree of credit risk fundamentally determines whether a financial system is stable and whether it can develop healthily and successively, which is most obvious in economic system-shifting countries and developing countries, with the Southeast Asian financial crisis being an illustration. Therefore, the management of risks especially credit risks in Chinese state-owned commercial banks must be strengthened, effective management of credit risks having to be based on a perfect and healthy management system. This thesis was to focus on the management system of credit risks in Chinese state-owned commercial banks. Firstly, following the definition of the concept 'credit risk', it clarified all kinds of forms credit risks take and their respective features. Then it put its emphasis on the research into the systematic factors, macro and micro, contributing to the credit risks in Chinese state-owned commercial banks. Lastly, it put forward suggestions for perfecting the system of controlling and managing credit risks in Chinese state-owned commercial banks, pointing out the measure to achieve this goal was to establish macro binding mechanism of credit risks, and to unify and standardize the banks' internal controlling system and external controlling system of credit risks.
