The Reform Of The Property Rights System On The Water Projects In FuJian Province

Based on the functions and decisive factors on the flux of property rightssystem,and the restructUring process of the property rights system on the waterprojects in FuJian Province since 1949, this thesis analyses the existing majorproblems in the operation and management of water projects in FuJian Province,then draws a conclusion that the essential cause of these problems is that theexisting system doesn't meet with the requiremellts of the development.According to the actUaI sitUation, the thesis puts forward the guiding ideoIogy theprinciples, the goals and the direction on the refOrm of the property righs systemof the water projectS, and makes detailed study and analysis on some significantissues relating to the reform, such as the proceeding of land property water price,property management of public utilities,and how to mobilize public zeal on thereform,etc. It also gives some recommendations on the policy for the solving ofthese problems .Further more, the thesis makes a stUdy and analysis on the socialrestriction issues after the reform.
