With the development of global economy and increase of population, water gradually becomes scarce resource in the world .As the water could not be substituted, the conflict of water shortage become more and more distinct. In order to achieve sustainable development in the condition of the increase of the population and economy and the common of poverty and deterioration of environment, we need to allocate the water reasonably. Therefore it is very important to establish and optimize the system of water rights; implement payable using and transferring water resource and realize using it efficiently. The author analyzes the basic concepts involving water rights; then studies the available allocation system of water resource. The paper that tries it's best to supply some valuable suggestion consists of 30,000 Chinese words.Part 1 Basic concepts of water rightsThis part firstly studies the limit of water resource and it's deficiency in "water law", and then presents the reasonable concept of water resource according to the requirement of human beings.
