Scientific and reasonable starting system building as the symbol of the era, is desirable, is the objective requirement of the society. Sound reasonable civil service selection mechanism can effectively stimulate the enthusiasm of the civil servant group, implement the allocation of human resources, to ensure the fairness of civil servants employed, and win-win for the candidate and unit of choose and employ persons, the broad masses of the people are also more reliable.At this stage in fujian civil servants employed gradually to standardization and fair development, however, it must also have some objective, need the defects of processing as soon as possible. Paper with the help of multiple research methods, problems in fujian in the process of civil servants substantially different deep going study, the author explores the root problem to be at the same time, and then to the current civil servant starting system urgently needs to found the core of the reform, including case study, literature study and comparative study, and so on. The international civil service exam system as the background for analysis. Based on the improvement of the institutions, exam purpose, starting the content, the examiner of scientific structure, the use of the university entrance exam mode and the direction of the implementation of the supervision and restraint system, etc to build detailed reform train of thought, make more consistent with the objective reality of fujian province system of civil servants substantially completed smoothly.
