At the beginning of new century, the western regions of China have became aworidWide focus just for an important decision that Chinese central govemmentdetermined to exploit the vast areas in the western part of China. But at present,financial condition is so backward that it may not urge the exploitation. And thefinancial policies executed cross the nation are not proper for the exploitation. Facingwith the circumstances, this thesis studies on how to collect capital and use it moreefficiently for the western regions.It is undeniable that inadequate capital hinders economic development greatly,especially for the backward regions. Capital is a key for the exploitation to someedent.So this thesis drow some lessons how foreign coufitries took financial policiesto support the bacbeard regions'development, then put forward to some suggestionsfrom two aspects. One is concerned about how to improve the financial organization'structure in the westem regions. It is know that the financial organization' StruCture isthe basis of financial operation. This thesis offers some measures which includereinforcing the macroeconomic regulation of the branches of central bank, improvingcommercial banks' system, establishing policy finance institutions to serving fbr thewestern regions, propelling the developmefit of capital market etc. In other is how tofinance for the exploitation. This thesis researches mainly on increasing fiscalappropriation, enlarging the loans came from state-owned commercial bank, takingadvantage of private and foreign capital. It is a fact that the exploitation is a comPlex and gigantic project, which involvesa various of fields and need systematical adjustment. In addition, this thesis only dealswith a little of the project. So it is welcome for any criticism or opinion.
