Rise Of Central China's Regional Financial Policy Support

The government has put forward the slogan of "rising in the midland "recently. In rising in the midland, the fast and stability development of the economic is the foundation. Finance have important support function to economy, the basic financial reason of regional economic development are the formed ability and output ability of capital thoroughly. Regional financial policy, can improve regional capital formed ability and capital output ability and promote the development of regional economy. To realize rising, the midland must use the proper regional financial policy to promote the development of economy.Firstly I used the ways of the finance supporting economy and relevant regional financial policies theories to analyze on theory that the regional financial policy have supported the development of regional economy. There are important impetuses to economic development in the finance, the core of the impetus is the improvement of the capital formed ability and capital output ability. Adopting regional financial policy can raise regional capital form ability and capital output ability, promote the development of regional economy.In order to take foreign experiences of implementing the financial policy that has very good reference function in rising in the midland of our country, I analyzed the function of regional financial policies supporting regional economy through the real examples through other countries' using the regional financial policies.When referring to foreign experience we should combine the reality of the midland of our country ,so I have introduced the development overview of the middle part, explained the financial reason of middle part economic development is in the behind of eastern district through four respect separately as a large amount of fund's overflow, the low financial efficiency, the two monetary system and finance deepen , proved the restriction of unified financial policy in the development of economy in the midland of our country, draw the conclusion that there must be regional financial policies' supporting in midland' rising.Lastly , I combined the foreign regional financial policy and actual conditions in the midland, put forward the policy recommendations that the regional financial policy supports the midland' rising. It includes three respects: fostering the regional financial organizing system that merged with midland economic development; perfecting the financial market system that midland economy develops in harmony; perfecting the financial supervisory system of Central Bank to reduce the financial risks of midland.The main research characteristic and innovation point are on the foundation of the theoretical analysis of the relation between regional financial policy and regional economic development, I combined with comparative analysis of the experience of regional finance policy implementation, this article analyzes what regional financial policy our should take in order to promote the economic development and realize rising in the midland.
