The discussion on public finance is heated among the economists in our country. What is public finance? How to give a proper definition for it? What are the functions of public finance? And what is its relationship with the government investment boundary? These are the main questions delivered on this paper which include four parts.Part 1 give a thorough new definition for public finance while discussing the relation between the government and the market. Public finance is a conception about how for the government as a part of the market to provide and finance a suitable amount of public goods.Part 2 talk about the decision of government investment boundary on the basis of defining the function of public finance from a new point of view. Essential function and derivative function of the public finance are the conceptions created by the author to derive the different kind of investment connected with Government Provision and Government Produc tion.Part 3 is the applying of the theory discussed above in which the author introduces the effect of government investment on infrastructure, high-tech , education , environment industry and its role in performing the policy of develop-the-west.The last part analyzes the local government investment boundary when the boundary of the government as a whole has been decided.The main innovations of this paper lie in the recognitionof relation between government and market, the new conception of public finance and its essential and derivative function, the two different underlying meanings of the Government Production, the classification of government investment connected with Government Provision and Government Production, the cognition of the nature of high-tech as quasi-public-goods, and the analysis of finance and tax policy to attract private investment to develop the west.
