Research On Government Responsibility In China’s Basic Public Scrviccs Provision

Research on the issue of public service has a long history. Today, the construction ofservice-oriented government has become an unstoppable trend. The government’s publicservice function has become the focus of the construction of service government. Publicservice is the most important function and major function of modern governments, and aseries of problems related to public service has aroused the public attention of the society. Thesix plenary session of the sixteenth session of the Central Committee of CCP put forward thegoal of "progressive realization of equal access to basic public services". With the deepeningof reform and opening up and rapid development of society and economy, the contradictionbetween the masses of the people’s growing demand for public services and the seriousshortage and misallocation of government’s basic public services provision is particularlyprominent.China now is in an important stage to promote the equalization of basic public services.Because of immature market economy and the missing of government responsibility in thebasic public services provision, there are a series of problems in China’s basic public servicesprovision. Government responsibility in the system of basic public services provision isdirectly related to the work of government’s public service function. At this stage, due to thedevelopment of China’s market economy is still not perfect, there are problems including theexistence of market failure, government powers and responsibilities being not clear, theimperfect of the public services provision system, and plural subjects of public servicesprovision system having not yet been established. These problems led to the missing ofgovernment responsibility in the supply process of basic public services, the insufficient andimbalance of the supply of public goods. It will destroy the social fairness and justice,seriously affect the further development of China’s construction of well-off society andharmonious society, as well as the process of China’s economic and social transformation.The article is divided into three parts. In the first part, through the definition of theconcept of public service, public goods and basic public service, and the government servicefunction, the article explains the need for government’s basic public services provision. In thesecond part, the article mainly examined the missing of government responsibility in the basicpublic services provision, which includes the problems that the defects in the basic publicservice system, the low level of government supply of basic public services, the prominenttendency of the interests of local government departments, the lagging development of thepublic service supply system reform and not formed the pluralistic social participation in thesupply model. On this basis, the article find out the reasons which causes the missing of government responsibility from different from different aspects such as the role ofgovernment, market characteristics, government power characteristics, economic systeminertia, as well as traditional political culture. In the third part, for the current problems in thebasic public services provision, the article proposed specific measures, including theconstruction of the legal system, the integrity of the regulatory mechanisms and improvementof public services and the establishment of a multi-center supply model, to improve thegovernment responsibility.
