Developing small towns is one of the main task of the reform in the countryside in China at present and in a longtime in the future. Infrastructure is the substantial foundation of small towns, and is of vital importance to the development of small towns in China. So, paying attention to the problems existing in the infrastructure construction in small towns is of positive effect to the development of small towns in China. Based on the analysis of the present situation of infrastructure construction in small towns of China, the paper indicates that the infrastructure in small towns of China is seriously insufficient compared to infrastructure of big cities in China and small towns of developed countries, which confines the healthy development of small towns. Lack of money and finance unbalance are the main factors leading to the insufficiency of infrastructure in small towns. In order to solve the problems above, the author establishes a finance balance model using theories in tecno-economics and metropolis economics. Quantitative analysis of input and output of different types of infrastructure is given which provides quantitative methods to governments for enacting relative policies. After that, the paper focuses on the inner components and outer influence factors of finance balance model of infrastructure construction. At last, a case study is given to verify the practicability of the model.
