Government Reform After China's Attending WTO

Chinese government has taken great efforts for fifteen years to attend WTO. Finally, China became a member of WTO on the 11th, December 2001, which shows that Chinese economy has taken part in the main stream of world economy. It brought us not only with new opportunism but also with new challenges that China attend WTO. So all governments and departments must deal with them well. To solute the problem, this article gives some ideas, which have practical significance and guiding value.Under the guidance of Marxism, Mao Zedong Thought, Deng Xiaoping Theory and Jiang Zeming's thought of Three Representatives, the article analyzes the new opportunies and challenges deeply. Besides, it gives some new opinion and advice, which are helpful for governments and departments at all level to draft and carry out new poli.Firstly, in the preface the article puts forward the stern problem, which warns government and departments of the new surroundings and new challenges. On the other hand, it suggests that we shouldn't miss the good opportunities.Secondly, in the first section the author discusses that attendingWTO can bring some opportunities for China in the following four respects.1) Promote the essential transformation of people's idea;2) Promote the adjustment of the economic construction;3) Promote the reform of government system;4) Accelerate the process of reform and opening in china. Thirdly, in the second section the author points out the newchallenges before governments and departments at all level in terms of market economic system, administration system, administration conception, economic laws and principles, division of power and responsibility and administration effect. According to the author, economic safety and political stabilization will meat with many challenges, which were seldom referred to before.Lastly, hi the third section whether Chinese economy can be melt hi world world economy, it depends on the government. So the author suggests that in order to accelerate the reform of our government and to adapt to socialist market economy and the current main stream of world economy, the following four measures should be taken.1) Raise the democratic, legal and scientific conception;2) Set up the rational structure of government organization;3) Make governments at all level practical and efficient;4) Put forward the Sun Project of governments, which needs governments at all level to be well self-constructed. The last part isthe key to deal with the new challenges. In this part, the author's idea of Sun Project makes the article deep and unique.For the sake of accelerating the process of socialist modernization in China and developing vigorously our nation, the author hopes more scholars and researchers to focus on this problem.
