To establish socialist market economy and accelerate the process of China's entry into the World Trade Organization is the new situation we are in. How to readjust China's shipping policies and shipping laws and regulations accordingly so as to cater to the new requirement has become a topic of common concern of the shipping circle. By elaborating the concepts, characteristics of the shipping policies, laws and regulations, and the co-relations thereof, the author of this essay systematically studies on China's current shipping policies, exhaustively analyzes the international shipping policy and its legislation, and points out the new situation and new problems China's shipping industry will be facing. By combining his own personal working experience with his deep insights, the author airs his views and ideas on a series of hot topics ranging from the adjustment of shipping structure, the administrative management of shipping market, the development strategies for the state-owned shipping enterprises to the liberalization of shipping market, and puts forward his constructive proposals of how to readjust China's shipping policies after China joins the World Trade Organization, outlining a basic framework for the establishment of China's shipping system and its legislation.
