Port charges are these that ships must pay when they are engaged in transportation.They take up a considerable portion in shipping costs, and their fluctuation will influence ship's interests greatly. Therefore, it is necessary to make a systematic study of the charges. The first part of the article sorts out the items of the charges, and illustrates the importance of charges in the total costs of shipping. Then it analyses the theories of pricing and puts forward some models. The second part uses the Adaptive Filtering Forecasting method to foresee the charges of the next voyage. This method bases on the advanced technology on forecasting and enough historical data. The third part discusses the main problems that the management of port charges and the contrast of Chinese charge's policy with Japanese's and Korean's. At last, it also talks about the practical methods of reducing port charges.
