A Study On The Pricing Policy Of Administrative Charges Items

The natural defects of market economy, such as hysteresis, spontaneity and blindness, lead to market failure, so the pricing power of government play an important role in correcting market failure, adjusting resource allocation and facilitating economic growth. Thus, reasonable price level is crucial to economy and social stability. Administrative charges, which is a major part of government pricing, gains extensive attention due to its particularity of offering specific service and charging fees directly by government institutions. Reasonable charging has conspicuous adjustment effects on easing social contradictions, ensuring resource supply and facilitating economic development. Nevertheless, since the administrative charges items included in government pricing and never form its own pricing system, problems like pricing scope is not clear, pricing procedure is not transparent, pricing method is not rational enough and pricing decision is not that scientific emerge in practice. Therefore, this study combines theoretical researches and practical methods, synthesizes literature study, surveys and system analysis to search for the reason so as to solve the problems. This article has its creativity and practicality, breaks the traditional research pattern of existing articles, which discusses all kinds of government pricing in general or mentions pricing policy in pricing regulation. We explore the pricing policy of administrative charges items specifically, which not only obey the basic requirements of government pricing but also propose new assumptions and improvement from aspects such as improving legal systems, pricing mechanism and supervision system.
