The article start from the concepts and major theories on the. Personnel motivation studies. Introduce in details about the mainland and overseas famous theories and current research stage as well as the developing trend, based on the discussion on issues aroused from the IT industry human resource management, pointed out the problems waiting for resolution, as the technology develop, the target market prosper, and booming of the sales volume, IT enterprises expanding at a staggering rate, as to achieve the impressive growth rate, IT enterprises have to hold on to possessing the high calibrate personnel, But IT enterprises personnel turnover rate is really hurting them, so what factors should a IT enterprise while designing a motivation package, How to keep the most efficient personnel?Motivation is the core element in human resource management, concerning: salary, bonus, benefit, job design, working environment, team building, business culture, personal development, and more, if it is not applied propriety, the cost will be high turnover rate, so to build a integrated motivation system is vital to a enterprise. This paper take it from the angel of survey on the IT enterprise personnel, adopted the method of combination of survey through the Internet, and in-depth interview, investigated on the aspects including degree of satisfaction about the salary, benefits, working environment, and city comp ration, as well intention of quiteTake method of element analysis as the major tool deployed in treating the investigation result, at the same time, coordinated with differentiation statistic and concernment ratio analysis methods , differentiate and range those factors ,data analysis reveal the major problem posing to the motivation of the IT enterprises personnel is : unjust design of salary, inappropriate benefit methods, limitation on the personal development, not enough building of enterprise culture ?Bearing these problems in mind , put up four being motivated stages of ITenterprises personnel, as: realization stage , bridging stage, developing stage, and stable stage, four being stimulated condition: being motivated state, being monitored state, self- centered state, and organization-centered state. And propose a IT personnel motivation factor pianoFinally draw the conclusion: on the platform of salary stimulation, flexible benefits regulation, predicable personal development space, and favorable environment support, is the ideal goal the IT enterprises personnel are pursuing, IT enterprise should follow this theory to reorganize the business culture, reestablish the harmony human relationship, fluent vertical communication channel, redesign the integrated salary, and benefits package, and draw out individual developing plan, no pain, no gain. Only if the IT enterprises really think about their personnel, being considerate, then positive rewardwill be compensated from their employee, to really achieve the sustainable growing.
