Being long and intricate, the history of human society is normally studied from many angles. Traditionally, people are likely to discuss all the problems and issues on it with the popular word 'state'. However, as a historical phenomenon, the body of state doesn't exist in human society for all the time, so the conception of stale can not or should not be looked as a general or common one to explain the whole history of human society.For human politics is eternal, hence the history of human society just is the history of politics. Governance, of which the core is public power, is the practical politics, a course of decision-making on public issues. Nowadays, both governance and public power are in the process of transition, and would definitely be in the coming days. The trend of the transition is that the governance and public power will be fully pluralized and socialized.The analysis of the governance and public power's history and the trend of their transilion car make great theoretical and practical benefits on us .On the aspect of theory, it helps us to surpass the conception of state and the traditional theory of power. And on the practical one, it encourages us to bring out a rational choice of China's political reform. From the analysis, we may agree that, the Competitive Corporatism may be a relatively appropriate and practicable choice for China at present.
