Current Study On The Countermeasures Of China's Power Sectors Of Interest

Sector is a contemporary-governmental organization in charge of a particular aspect or a particular area of administrative agencies often also known as the executive departments or government departments. Government departments not only are the public policy-making body but also are the implementation of government decision-making body; at the same time are the main bodies of administrative law enforcement. In accordance with modern political theory, its implementation of the act should represent the public interests, their interests should have transcendence, so this is the only way to ensure the impartiality, fairness, openness of the conduct of government departments, so as to play the government's various functions effectively.However, due to the changes of the needs of society, all the government departments in terms of development of market economy in the process of access to benefits is unfair. The process of the development of Society and Economy is a division of the interests of structural balance which has been broken in the process, but also it is the process of departmental interests which are competing to maximize in comparisons. And then some of the government departments have been breeding the sectoral interests recently. Some government departments had exceeded their legitimate interests of government departments other than the special corporate interests during the past few years.Department interests make the effect of putting the interests of government departments beyond the nature and reducing the credibility of the Government and weaking the fairness of government actions. At last, this lead to the emergence of "interest-oriented department department-oriented interest and law-oriented department interest" and department interests of expansion. This makes the government's functions are also undergoing distortions and resulting interests'competetition and conflicts among the invisible government agencies which has increased the economic costs of government's running. At the same time, it increased the country's social and political risks, and became our country' biggest obstacle to transformation of government functions and became a serious impediment to our country in most of today's system reform. The public power linked to the economic interests and unclear division of governmental functions and its weak administrative supervision are the important reasons for the occurrence of department's power benefit maximum.As a result, how to prevent the Government from pursuing self-interest of public power by the decomposition of all the various subjects? How to "develop a harmonious and service-oriented government" in order to truly provide effective protection of social justice? How can we achieve to change the government from the "departmental administration" to "public administration"? This thesis will be guided by the theory of public nature of public power and surrounded by the department's power benefit maximum and the department conflicts of interest to define the department's power benefit maximum. And then, I will analyze the department's power benefit maximum and summarize their performance and hazards. Finally, I will analyze the reason for these performance and hazards. In this way, I will quote these causes and drawbacks for seeking the breakthrough of specific countermeasures.All in all, only the establishment of public finance system and speeding up the reform of super-ministries system,at the same time transformation of government functions,the realization of separating for government,enterprises and facilities can we cut off the relationship between power and interests. Only strengthen the legislative of public administration and administrative supervision to eliminate department conflicts of interest, can we prevent private interest to break public power.So,"developing a harmonious service-oriented government" providing effective guarantee for social justice is the only way for the government to achieve the change from" the departments administration" to "public administration".
