As a main instructive thought for strategy, virtual enterprise has attracted more and more theorists and entrepreneurs' attention. And there has some successive cases in utilizing virtual enterprise for manufacture and research. Being a useful organizational method for outsourcing and catching the market opportunities, virtual enterprise should not only been used in manufacturing, but also be used in many industries. This dissertation emphasizes the utilization of virtual enterprise in the consulting industry.The West consulting industry has been in the flourishing period of great development. Although our country's consulting industry has developed for about 20 more years, it still has big gap compared with the West's. As a new industry in the 21st century, the consulting industry is becoming a general social activity and common industry of the human being. It is a knowledge-intensive industry, therefore it has many differences with the manufacturing and has unique structure characteristic, operational and economic characteristic. So, it is the main research target and purport of this dissertation that how to use the thought of virtual enterprise to organize a virtual consulting company, so as to improve the whole and unique competition of the consulting companies for their survival and development in the strongly competition,On research of the virtual tendency of the consulting company, this dissertation discussed the superiority and the operational principle of the virtual consulting company. A business model of the virtual company was put forward on the basic of the operational flow. The business model pointed out that a virtual consulting company should include a core enterprise and some virtual teams. This core enterprise's role is to be a virtual enterprise's broker, its tasks are to find and reconfigure the business opportunity, to find the partner according to the opportunity, and to set up the relative virtual item teams. A virtual consulting company is thus formed. The relativeposts had been designed based on the analysis of the core enterprise's managing functions. According to the different posts, the corresponding departments were established. The virtual consulting company's organizational system chart was given as a result. The dissertation also pointed out that three aspects should be took more attention on during the virtual consulting company's formation, that is, the utilization of information technology, the establishment of the mutual trust, and the management of the knowledge. In the last part of the dissertation, the author studied the business scope of Hebei Tianshi Consulting Co., and then made a organizational design according to the thought of the virtual consulting company.
