In planning-economy, government is the patron of the enterprises, and it controls all the business activities. As the socialist market economy is been established, Chinese government does not control the enterprise directly, but to serve, to monitor and to manage them with policies, laws, regulations. Enterprises become " 4 independence" legal entities; they are facing various of opportunities, challenges and managing problems during their development. It seems that we can find the solutions by just investing human resource, money, commodities and time. However, in order to ensure the completeness, accuracy, promptness and adaptation, just mangers and employees can not successfully accomplish it at this fast-developing period of time. Management has become a professionally specialized technology. China's enterprises are in the big changes of ownership and mechanism; managers have to get out of the thinking and acting of the former planning-economy, and to lead the enterprise to compete in the changing market; that is a tough job for them. Many of our state-owned enterprises are not make profit and are lack of efficiency. Under this situation, managers need the help of a kind of professional service----management consulting.SOERED Project( state-owned enterprise restructuring and enterprise development project) is a Sino-British government cooperative project, which aims to improve SOE's( state-owned enterprises) management and to strengthen their competitiveness in the market with providing them management consulting service. Used to work for SOERED Project for many years, the author got some understanding of the international consulting business. According to my experience in SOERED, those methodologies, which international consulting firms have accumulated for several decades, are still suitable for the management consulting in China; but we just need to adjust them in accordance with the Chinese culture and current situation. With my many-year experience in consulting business, I will introduce the process, content and the consistent methodologies and tools of program project management with case study and enterprise diagnosis; also, there will be analysis to my project management in management consulting and the adaptation of western experience in project management. I am trying to provide some thoughts and ideas to China's small and medium sized consulting firms and to those who are willing to work in the consulting business.
