Network and transportation separating is a choice of China's railway system reformation. If it is implemented, essential changes will arise in every link of railway transportation under existing system and all the factors of transportation economy especially transportation cost will change constitutionally. How to master the changing rules to instruct the intending transportation is a serious problem to be researched, so this thesis has realistic meanings and using value.This thesis has rationally discussed the feasibility of network and transportation separating. It also has analyzed the mode of network and transportation separating and every transportation unit's assets partition and system's function. On the basis of transportation cost's characters and scopes comparing before with after separating, the structure and liquidation method of every subsystem's transportation cost after network and transportation separating has been brought forward. At last, this thesis has put forward the transportation cost's calculating method on the condition of network and transportation separating. The model of railway transportation cost on the condition of network and transportation separating has been set up on the theory basis of the analysis of the task cost method.This thesis has concluded the railway transportation cost's changing characteristic and affecting factors, summed up the transportation cost's separating range and calculating method. It is useful for the reform mode of network and transportation separating from the angle of transportation cost.
