On Identity Of Representatives Of The People's Congress

With the development of socialist democratic politics, the system of People's Congress needs to be improved. Representatives of People's Congress (RPC)'s regarded as cells of People's congress at different levels, the fulfilling state of their political rights and duties directly determines the exercising functions of People's Congress at all levels. However, in reality, RPC often give an impression that their departments play an insignificant and unsatisfactory role so that People's Congress at all levels are unable to exert its power and complete their political functions. This paper will focus on RPC, the political body and analyze it in a systematic and comprehensive way so as to find out methods of solving the problem.This essay consists of six parts. In the first part, the author defines the identity of RPC, whose identity includes the following aspects, such as value structure, technique structure and judging structure. The third part studies horizontally the reality of RPC's identity and demonstrates RPC's identity changing from passive RPC to active RPC depending on three typical research paper. In the fourth part, the author analyzes the shortcoming of part time RPC by analyzing social background of the transferring form of RPC's identity. , In the fifth part the writer points out the specialization of RPC's identity is the concrete way hi which RPC transfers their functions,on the bisis of which,discuss the feasibility of the specialization of RPC's identity and holds that it is of very significance for the constructing socialist democracy, keeping and improving the leadership position of CCP and building the supervising system of Chinese special socialist political power. In the sixth part, the author puts forward the concrete conception of synchronization and slowness in specialization. According to law of social development and history and reality in China, this paper holds that the gradual specialization of RPC in china is anideal choice.The paper creates mainly in the following aspects.
