The issue of the specialization of representative of People's Congress(RPC)have been discussed in the circle of theory since 1980's. Of course , at the beginning it is only the conception of academy,but on the first session of the 10th NPC held in March of 2003,19 special NPC standing committee members—full time delegate were elected,which advanced another heated discussion on the issue of applying full time delegate in NPC in the circle of researchers. The problem is not only the one of academy,but also the one of experiment. Although it is made clear in the Constitution that any member in the Standing Committee of NPC should not take any position in government and law, we witness a lot of cases that many delegates, who have no membership in Standing Committee, are part time .Because of the confinement of subjective and objective facts,those part time delegates could not perfectly fulfill their duties conferred by the Constitution theoretically without a lot of time and energy, which cause the situation of being impractical .To solve the problem. Exerting full time delegate system is a kind of feasible way of being elected ways. This dissertation are composed of three parts:In the first part, putting forward the problem of the specialization of(RPC)and analyzing basic situation of discussion of full time delegate system. comparing and analyzing full time delegate system and part time delegate.In the second part, analyzing the feasibility and significance of exerting the specialization of(RPC).The third part , the strategy of implementing the specialization of(RPC). The dissertation puts forward the concrete conception"synchronization and slowness"in specialization,and describes how to implement the specialization of(RPC)from four concrete aspects.The issue of specializing delegate concerns reforming People's Congress and it must be implemented on the premise of keeping activity and stability,we should make all supplementary policies and secure this process going smoothly and successfully.
