Initiated in mid 1980' s in China' s coastal areas, the Rural Community Share-holding Cooperative System (RCSCS) is a forward-looking institutional experiment that aims to reform the property rights of the traditional rural collective economy. It brings about great progress in agricultural production and farmer's living level. But the institutional weaknesses that inherent in the system hinder its development. So the purpose of this study is an attempt to find out these weaknesses and to design new institutions to meet the urgent need for the development of RCSCS.This dissertation consists of four chapters. The main ideas are following:Chapter I discusses comprehensively and systematically the concept, nature and feature of RCSCS. RCSCS is a new form of rural collective economy after the reform in our countryside. It is based on the traditional rural community cooperative and drawn into some suitable mechanisms of share system. It seems to resemble neither share system nor cooperative system in theoretical terms. Its main nature is to have the advantages of the two systems and combines the good points of the two systems into one. Besides this, Chapter I also provides a review of develop process of RCSCS, reveals the fundamental reasons of origin and outlines its main practical significance.Chapter II The different typical models of RCSCS include three step shareholding cooperative system in Shen Zhen Heng Gang, shareholding cooperative system of agricultural land in Nan hai-shi Guang Dong province.Through analyzing the representative models - "HengGang Model", "TianHe Model " and "NanHai Model",this part reveals institutional arrangements of RCSCS. Compared with the former traditional community collective economy,these arrangements make great advance. But there are still institutional weaknesses. To enhance the development of RCSCS, the weaknesses inherent in the system are examined in detail in this chapter.Chapter HI Due to the drawbacks of the system,the dissertation proposes a series of institutional innovation for the interior mechanism of RCSCS from such aspects as property right demarcation, share distribution, decision mechanism,flow & transfer mechanism and governance structure. And puts forward detailed implementation program and operation regulations. Institutional innovation is the main content of chapter HIChapter IV Whether the system can operate effectively or not also depends on the environments that it exists in, including economic environment, political environment, legal environment and cultural environment. To promote the sound development of RCSCS, we must build the external environments that it needs and better them.
