Exploiting the tourism function of natural reserves has become a new trend in the tourism development around the world. In China, the eco-tourism industry has also been developed in some natural reserves and it is working out quite well as a whole. But due to such narrow-minded views as regarding natural reserves as common tourist attractions and exploitation of natural reserves as construction of tourist areas, the links among tourism planning, construction and management are disjointed in the course of exploitation. This renders the needed protection work in the plan unable to be put into practice in full-scale exploitation and management, thus causing a series of bad results. So it is urgent to resolve the existing problems in exploiting natural reserves by means of protective exploitation of eco-tourism.Based on the above concept, the author refers to a large number of Chinese and foreign documents related to tourism planning and exploitation, eco-tourism theories and landscape ecology. Then in the light of personal practical experiences in planning the tourism exploitation. the author, taking Teng Mountain, a provincial natural reserve in Yongtai county as an example. presents the research results of protective exploitation of eco-tourism in natural reserves.Starting from the present situation and problems of tourism exploitation in natural reserves in our country, this paper makes clear the implications of protective exploitation of eco-tourism in natural reserves and expounds systematically that the objects of protective exploitation should include resources environment, social culture and economic benefits. It points out that the cyclic mode of protective exploitation of eco-tourism in natural reserves should be adopted in practice. That is. the procedure of protective exploitation should be generalized, involving making eco-tourism plans, developing eco-tourism items, carrying out eco-tourism management and evaluating eco-tourism benefits. These four links should be hooped, for only if the protective goals are combined with the exploitation of eco-tourism, can sustainable development of tourism industry in natural reserves be achieved. The writer of this paper makes an attempt to establish a classification system of eco-tourism resources in natural reserves and a hundred-mark evaluation system in order to inquire into the values and grades of eco-tourism resources in natural reserves and to provide scientific basis for the making of strategy goals and principles. This paper presents a basic structure of protective planning and exploiting of eco-tourism in natural reserves, and, starting from the planning of eco-landscape, the capacity of eco-environment, discusses the three approaches which to some extent can direct the protective planning and exploiting of eco-tourism. Finally, this paper puts forward some protective suggestions on construction of eco-tourism items, practice of eco-tourism management and evaluation of eco-tourism benefits, etc.
