Deng Xiaoping's State Power Outlook Succeeding And Developing From Mao Tsedong's

The problem of state power is a key to the political issues. Mao Tsedong's state power outlook is what he had known and thought about the nature, the maintenance, the configuration and the exercise of state power, which had once had great influences on the construction of the original political system. Under the new history condition, Deng Xiaoping succeeded and developed it, by aiming at the abuses of the original political system and revolving the problem of how to reconstruct the state power. The following four aspects are what Deng Xiaoping had succeeded and developed from those of Mao Tsedong.Firstly, on the point of the nature of the state power, Deng Xiaoping succeeded Mao Tsedong's view that the state power is owned by the People and made a scientific confine of it that differences between party power and state power should be clearly made.Secondly, on the point of the configuration of the state power, Mao Tsedong maintained that the system of the People's Representative Congress should be adopted and adhered to. Deng Xiaoping succeeded and developed it and then put forward that law system should be used in the configuration of the state power.Thirdly, on the point of the exercise of state power, Deng Xiaoping succeeded and developed Mao Tsedong' s views and advocated that the principles of efficiency, moderation, publicity and legitimacy should be obeyed while exercising the state power.Finally, on the point of the maintenance of the state power, Deng Xiaoping succeeded and developed Mao Tsedong's theory of the People's Democracy and Autocracy and his views of fighting against criminals and then created a new idea that we should pay great attention to fighting against corrupt activities, while we are constructing socialism modernization, on the base of the lessons summing up from Mao Tsedong's mistakes in his late years and the basic characters of the class struggle during the primary period of socialism in China.In this article, from the point of state power, the author sums up the great theory achievements made by the two leaders -Mao Tsedong and Deng Xiaoping, who had explored the practical form for the socialism democracy in order to achieve their cause that the state power should be ruled by the people, during the different periods of the socialism modernization construction and points out some problems of Mao Tsedong's state power outlook. The aim of the author in this article is to put the views of how to reform the Chinese Political System in order, and give a clear thought to the further reform in future, by summarizing the experience and lessons of the democracy construction of the People's Republic of China.
