In March, 2002,in the Report on the work of Government, Premier Zhu pointed out that China will continue to utilize foreign funds and optimize the mix of foreign investment. He said that China will encourage and guide foreign businesses to invest in modern agriculture, industries using high and new technologies, construction of infrastructure facilities, and development of the western region and to participate in the restructuring and reorganization of State-owned enterprises. He called for encouraging foreign business, especially transnational corporations, to set up research and development centers, production bases and regional headquarters in China. To promote the development of China's service industries, the country should attract large reputable foreign enterprises and intermediary agencies engaged in commerce and trade, tourism, accounting, and auditing. China should also create conditions for attracting investment by small and medium-sized overseas enterprises. He pledged to continue improving the investment environment and the legal system; do everything in accordance with the law; render better services to investors; and improve efficiency.Under the context of global economic integration and China's accession to WTO, promoting reform by means of open-up is becoming more and more important, and continually introducing foreign funds, especially Foreign Direct Investment(FDI), to promote the economic development is also increasingly becoming the economic focus in China., On the base of describing the features of FDI of industry structure in China, this article analyzes the impact of FDI on the development of the Three industries in China in detail, and put forward some policies and suggestions about how to utilize FDI to promote the development of our industries.There are five parts in this article, and as for the theoretical analysis on the function of FDI on industries development, the features of industries distribution of FDI in China, analysis on performance of FDI on industries development in China and policies and suggestions about utilizing FDI to promote industries development in China. I have elaborated my view respectively.Section 1 is the theoretical basis of this article. The relationships between FDI and improving the quality of asset, promoting technology progress, developing Human Resources, improving the mix of trade, and escalating industry structure have been analyzed, from which the main conclusion can be obtained: the FDI playing the important role in promoting the development of industries in invested developing countries.In section 2, the author analyzed the features of industries distribution of FDI in China. First, analyzing the distribution in Three Industries. By the end of 2000, in the total amount of FDI to be utilized through the signed agreements and contracts, the amount of the First industry, the Second industry and the Third industry is 12.31 billion, 411.53 billion and 252.25billion, the percent of them is 1.8%, 60.9% and 37.3% respectively. The data show that the Second industry, especially the industry section, is the important field of FDI, from the perspective of both of total amount of Foreign Capital to be utilized through the signed agreements and contracts and total amount of Foreign Capital actually used. Next, the distribution of FDI in Three industries is analyzed individually. The statistics data shows that FDI in the First industry is focus on agriculture, especially on transplant industry. FDI in the industry section is concentrated on manufacture industry, in which the ratio of processing industry is higher than that of raw material industry; the proportion of light processing industry is much higher than that of heavy processing industry. FDI in the Third industry is focus on real estate industry and social service industry, and the investment of other sections is low.
