Chinese development of reform and opening have obtained continuous high-speed economic growth over 20 years and make the "demand economy" shift to the "supply economy".Expanding domestic demand and choosing and fostering new opportunities of economic growth and consumption increase have become a crucial strategy to push forward the national economy rapidly.Given the intrinsic characteristics of housing trade and national conditions ,Chinese government takes housing trade as a new approach to develop economy and encourage consumption .In order to reach this goal ,China has speed up the housing commercialization and practised a stratified housing supply system which is based on affordable decent housing to stir up the housing market . Affordable decent housing is different from in-kind housing supply system which was prevelant in planning-economy era; it is also distinct from commercial housing which is used for consuming and investing . Affordable decent housing ,a kind of welfare and profitability,essentially aims to provide housing security for middle and low income mass.It is very beneficial to learn something from others.The United States adopted two major steps :building public housing and paying rent subsidy on the behalf of the low income family.As for the UK,the solution is widely building public housing and subsidizing housing .Both of the two governments are involved in housing issues to different extend.Affordable decent housing is booming since 1998.Its promising vigor is mirrored in the great market demand .However ,several problems exists : consumers are not examined strickly;housing space and price is beyond control ;the ownership is not regulated clearly. All of them increasingly limit the development of affordable decent housing.According to these mentioned problems ,the paper analyses urban land use system ,personal credit system and used housing market;reconstructs a new supply system of affordable decent housing ;illustrates that only by improving related measures can affordable decent housing break through bottleneck and boom again.
