Recently, China demands more affordable houses than ever as the cost of houses is higher and higher, and the housing pressures are growing. However in the past few years, there has been negative news about the affordable houses. The affordable housing system is charged of its inadequate and unfair allocation and its poor exit mechanism. These problems make the society more unstable which is already full of contradictions and grievances. In this circumstances, a large number of scholars have carried out research on affordable housing system. The scholars are working on the effective solutions to improve the affordable housing system. This thesis focus on Baoding, Hebei Province as an example and point out the problems in the process of implementing the regulations on affordable housing system. The thesis is based on the advanced experience of other countries and other research. It also tries to make some advice on the improvement of the domestic affordable housing system. The following is the structure of the thesis.The first chapter gives this thesis a systematic introduction on the background and the practical significance. Also domestic and international researches on the legal system of affordable housing issues are briefly introduced. Then this chapter describes the research methods including: interdisciplinary, comparative experience and empirical research. The innovation of this thesis is also in this chapter.The second chapter firstly analyzes the meanings of the affordable housing and affordable housing system. As the length and data is limited, the affordable housing I introduce is specific to the urban low-rent housing, public rental housing and comfortable housing. The thesis summarizes the basic characteristics of the three kinds of affordable housings. They are: the providing stakeholder is the state; who the supply goes to is limited; the housing property is incomplete and the level of protection is hierarchy. Subsequently, the thesis cited the theoretical bases about affordable housing, namely: the effective demand theory; the welfare state theory; the hierarchy of demands theory and the human rights theory. The currant legislation situation on affordable housing in China is introduced in the end of the second chapter.The third chapter firstly reviews the provincial and municipal regulations on affordable housing. On this basis, the author draw basic conclusions on the complete status of the affordable housing in Baoding through Internet, applying for government information disclosure and field investigation. The thesis also makes an utility assessment on the affordable housing system. At the same time, the article pointed out three problems in the process of the affordable housing in Baoding. Namely, unreasonable affordable housing, lack of construction funds, and lack of social monitor. Finally, the text analysis the fundamental cause of the problems, which is that the government department is not motivated; the personal information system is not good enough and effective accountability mechanism is absent.The fourth chapter studies Singapore. Firstly the thesis gives a brief introduction. On this basis, the thesis points out that we learn something about "Singapore model".This last chapter make four suggestions about improving affordable housing in China. Firstly, "Housing Act" should be drafted to protect the right of housing as a basic legal right. Secondly, a personal information system should be established to protect people. Thirdly, specialized financial institutions in the protection of housing policy should be established. Lastly, a full range of accountability mechanism should be set up.
